When I joined the Apple Developer Program they were on iPhone OS 2.  They used the same Operating system for the iPod Touch.  That seemed ok because the iPod Touch is the iPhone without the phone.

When the iPad first came out it had a different Operating System.  That made sense because it’s such a different device.  Back then I heard people say “The iPad is just a big iPod Touch”.  To me that’s like saying a Mac truck is just a big Toyota Tacoma.  They are both trucks, but the Mac truck can haul a lot more.

When Apple released version 4.3 the iPad, iPod Touch and the iPhone all used exactly the same operating system.  That’s when they changed the name from iPhone OS to iOS.
